The first beta version of MIT’s App Inventor for Android is now available for everyone. App Inventor was first launched by Google back in mid-2010 before its was closed and then open-sourced. Anyways if you want to create your own app for Android through simple web user interface, just log into the MIT App Inventor using a valid Google ID.
